Overview:The Mianyang City Anzhou Investment Holding Co., Ltd. now invites sealed bids from eligible bidders for the design, supply and installation of AZ-G1: Procurement of equipment, supply and installation for the construction of a new water plant & intelligent water management information system engineering ("the Facilities"). International competitive bidding will conducted in accordance with the Agency's "Single-Stage One envelope" Bidding Procedure.
Source of Funds:The Mianyang City Anzhou Investment Holding Co., Ltd. has received funds from the Agence Fran？aise de Développement (the French Development Agency - AFD) towards the cost of Compound Ecological Project in Hedong New Area, Anzhou District, Mianyang City Financed by AFD. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for AZ-G1: Procurement of equipment, supply and installation for the construction of a new water plant & intelligent water management information system engineering.

3、Qualification Requirements For Bidder
Qualifications or Performance:8.Qualification criteria are as follows:
(1) Eligibility Bidders must be independent legal entities registered in accordance with the law. Qualified corporate business license must be provided in the bidding documents, and overseas companies must provide corresponding enterprise registration documents. The bidders shall register on °Chinabidding Platform(www.qgbr.cn) before the bidding deadline specified in the bidding documents (the bidding registration table stamped with the official seal of the supplier shall be provided); the foreign bidder who has no seal shall submit the bidding registration table signed by the person in charge of the company). Otherwise, the bidder will not be allowed to participate in the bidding process, and the consequences arising therefrom shall be borne by the bidder .
(2) Financial Capabilities A.The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as RMB ￥ 12 million for the subject contract(s) net of the Bidders other commitments
B.The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments.
C.The audited balance sheets or, if not required by the laws of the Bidder's country, other financial statements acceptable to the Employer, for the last THREE(3) years shall be submitted and must demonstrate the current soundness of the Bidder's financial position and indicate its prospective long-term profitability.
Note: The audited financial statements of the last 3 years (2021 – 2022 – 2023) shall be submitted, if foreign bidder audit period is later than domestic time, it shall provide audited financial statements for year of 2022, 2021, and 2020 as proof. The source of the exchange rate shall be the first Bank Selling Rate announced by Bank of China on the date that of 28 days before the submission deadline for bidding.
ForJV bidder, each member of the JV shall also at least meet the minimum financial proportion requirements, For JV member, at least 25% of this requirement must be met For JV leader, at least 60% of this requirement must be met.
(3) Average Annual Supplier Turnover Minimum average annual turnover of RMB ￥ 72 million calculated as total certified payments received for contracts in progress and/or completed within the last 3 years (from 1st January, 2022 to Date of Bid submission), divided by 3 years.
Note: ForJV bidder, each member of the JV shall also at least meet the minimum financial proportion requirements, For JV member, at least 25% of this requirement must be met For JV leader, at least 60% of this requirement must be met..
(4) Experience 1)Last 5 years (from 1st January, 2020 to Date of Bid submission), the bidders have substantively completed at least THREE(3) similar project contract performances in China which is equipment supply (installation included) contracts in municipal public sector.
2)Among the above contract performances, the bidders, as the general contractor, shall have at least ONE(1) substantively completed similar project contract performances in China with a amount of not less than EUR 7.5 million (or equivalent foreign currency amount).
3)Last 5 years (from 1st January, 2020 to Date of Bid submission), the bidders have substantively completed at least ONE (1) similar project contract performance of EUR 5 million (or equivalent foreign currency amount) on a loan from a foreign government or an international financial organization in equipment supply (installation included) contracts in municipal public sector.
4)Last 5 years (from 1st January, 2020 to Date of Bid submission), the bidders or manufacturer shall have completed at least ONE(1) similar experience contract performance of EUR 1 million (or equivalent foreign currency amount) on the digital and intelligent information platform in water sector which has passed the preliminary acceptance and been put into operation.Software Development Items must includes:
①Digital operation management system for a water treatment plant with a daily capacity of 40,000 tons or more.
②Inspection and maintenance management system.
Note: Similar Experience is defined as the equipment supply (installation included) contract in municipal sector, The experience proof materials must be provided, the copy of the letter of acceptance, the copy of the contract and the copy of the acceptance certificate and the copy of photos of the completed project and the contact information of the project unit (the original is for reference), time shall be subject to the acceptance date of the acceptance certificate.
(5) Manufacturer authorization letter Written authorization letter issued by the manufacturer/ supplier for the following key equipment:
1.Air-flotation system
1)Integrated authorization of the coagulation reaction tank and the air flotation tank equipment for Air-flotation system (List of Goods-Item Code 2.3);
2)Integrated authorization for electrical and automatic control instrument equipment for Air-flotation system(List of Goods-Item Code 4.3 and 5.4).
2.Mixer
1)Rapid mixer for coagulation tank (List of Goods-Item Code 2.3.2);
2)Slow-speed mixer for flocculation tank(List of Goods-Item Code 2.3.3);
3)Submersible mixer and Submersible mixer(List of Goods-Item Code 2.8.2 and 2.10.1);
4)Reservoir homogenizing mixer(List of Goods-Item Code 2.12.13);
5)Solution mixer(List of Goods-Item Code 2.12.14).

(6) Joint Venture Joint Venture is allowed in this bidding process.
In the case of JV, the following requirements shall be met:
1)JV shall have a JV agreement, clarifying the rights and obligations of the JV leader and each member;
2)Including the leader, the numbers of JV shall not exceed TWO(2);
3)Each member shall not participate in the same contract lot in its own name or participate in other JV;
4)JV leader shall be the party who have similar contract performance in equipment supply (installation included) contracts in municipal public sector, and shall be responsible for the bid registration, payment of bid security, submission of bid documents, contract signing and other related matters of the project.
(7) Equipment Technical Performance Air-flotation system
The Air-flotation supplier provide the water quality standard commitment whose water turbidity is lower than 3 NTU, and with the official seal;
